1 国家移民管理局对145名涉赌涉诈人员护照宣布作废并限制出境 China National Immigration Administration (NIA) invalidated the passports of 145 Chinese nationals involved with gambling & fraud and restricted them from leaving China
The National Immigration Administration (NIA) has continuously strengthened its control over entry and exit. In accordance with the law, the NIA invalidated the Chinese passports of 145 people recently seized and involved in gambling and fraud, and restricted their leaving China.
Recently, the NIA has strictly scrutinized the management of entry and exit documents, strengthened prevention of crimes at ports, adopted strict measures to continuously crack down on illegal and criminal activities such as cross-border gambling and telecommunications network fraud, and actively built a strong line of defense to the source of crime. Immigration management agencies in Yunnan and Guangxi has arrested 71 persons suspected of illegally crossing the border (frontier), and accepted 19 persons of Chinese nationality who were repatriated from neighboring countries. Upon review, all of the above-mentioned personnel were heading to Southeast Asian countries to engage in illegal and criminal activities involving gambling and fraud. Meanwhile, local immigration management agencies have recently blocked 55 people involved in gambling and fraud from leaving at various ports across the country. For the above-mentioned 145 persons, the NIA declared their passports invalid and restricted them from leaving the country again within three years.

According to the NIA official website, the National Immigration Management Agencies recruited 899 new police officers in 2020 and conducted a 180-day entry-level training for them from mid-October, 2020 to mid-April, 2021.
To further push forward the "delegation of control and service" level of immigration management, to facilitate Chinese and foreign personnel to obtain immigration management information and enjoy convenient government services, China's NIA launched the "National Immigration Management Agencies 12367 Service Platform" and the English version of NIA's official website on April 8.
The 12367 service platform of the National Immigration Management Agencies is a comprehensive service platform that uniformly accepts business consultations, opinions and suggestions in the field of immigration management, and is an integrated "customer service center" of Chinese immigration system faced with the whole country and radiating the globe. In response to the current inconveniences, such as the fact that local immigration management and service calls have no uniform numbers, are difficult to remember, and frequently has busy lines, the platform makes full use of Internet cloud deployment and artificial intelligence (AI) technology to fully connect the current consultation and complaint hotlines provided by border inspection agencies and local entry and exit administration. The 12367 service line will only need one call to connect, admit immigration management-related policy consultations, opinions and suggestions and other service demands put forward by Chinese and foreign personnel on a classified basis, and provide bilingual, 24/7 manual services.
The NIA has also revealed how the 12367 platform works in detail. The 12367 service platform system will provide all callers with voice navigation options to choose "language" and "business". According to the caller's actual needs and geographic location, the call will be handled intelligently. If the caller dials 12367 in China, the system will provide him with Chinese and English language options. If the callers chooses "Chinese", the system will provide him with three business options: "port clearance and border crossing", "entry and exit documents" and "opinions and suggestions". Incoming calls about "port clearance and border crossing" will be answered and handled by the call agents at the nearest border inspection agency to the caller; calls about "entry-exit documents" will be answered and handled by the call agents of the entry and exit administration of the public security department where the caller is located ; calls about "opinions and suggestions" will be handled by the call agents of the NIA Immigration Service Center. Incoming calls from China in English will be handled by the call agents of the Immigration Service Center of the NIA.
If the caller dials 12367 abroad, the system will transfer the call to the call agents of the NIA Immigration Service Center. It provides three language options: Mandarin, Cantonese and English to facilitate calls by overseas citizens, people from Hong Kong, Macao and Taiwan, and foreigners.
NIA commented that the above arrangements is based on the following considerations. The NIA Immigration Service Center will uniformly answer calls in English, calls dialed abroad, and calls about "opinions and suggestions", which may enhance the service capacity of immigration management, respond to people's demands in a timely manner, avoid the repetitive construction of English service resources, and improve the scientific management of the platform. Border/Frontier inspection agencies and local public security entry and exit administrations will directly answer and handle Chinese business-related consultation calls in their jurisdictions and regions and provide "nearby services", which can make full use of existing resources to better address regional differences, improve one-time "successful connection rate" and "closing rate", reduce the impracticality of responses, queuing, and transfers, so as to better ensure the accuracy and high efficiency of services.

According the Overseas Chinese Network, Zhejiang Jinhua, Wenzhou and other local municipalities have taken measures to facilitate foreigners and overseas Chinese to handle affairs.
Jinhua conducts integrated "one time" processing for foreigners in China. After foreigners fill out applications online, they can finish the acceptance review, collection of portraits, inspection materials, and face-to-face inquiries at a unified offline window all at once. Jinhua also provides corresponding convenient services for the accompanying family members of foreigners working in Jinhua. Before entering China, foreigners can make notes about their accompanying family members when applying for work permits online to facilitate the application of accompanying family visas. The public security department will refer to these notes to apply for residence permits for the accompanying family members along with the foreigner's work and residence permits, saving repeated submission of relevant materials.

5 台湾收紧港澳移民定居 Taiwan tightens Hong Kong and Macau immigrant settlement
According to the Liberty Times, the Mainland Affairs Council of Taiwan, the Immigration Department of the Ministry of the Interior and other relevant ministries are discussing amending the "Measures for Hong Kong and Macau Residents to Enter the Taiwan Area and Residence Permits". Taiwan will regulate immigrants from Hong Kong and Macau in a flexible way, unlike the current immigration regulations, under which these immigrants can almost always apply to settle in Taiwan after having landed for one year.
Taiwan authorities plan to add a "long-term residence" procedure to the two currently existing immigration procedures, "residence" and "settlement". Hong Kong and Macao residents who wish to settle in Taiwan will have to go through three procedures and stay for at least two years before being eligible to apply for settlement. The revision is expected to be completed this year.
National security officials said that in response to the rapid change of circumstances in Hong Kong, the government needs to adjust related immigration policies. In the future, Hong Kong and Macao residents will need to stay for at least two to five years. During their residency, the government could continuously review for any concern to ensure national security. National security officials further emphasized that sound immigration policies should encourage young Hongkongers to come to Taiwan and relax restrictions on young people to come to Taiwan for school and employment instead of attracting old Hongkongers to retire in Taiwan and enjoy Taiwan's health insurance resources; immigration policies should focus on young people, and the government should establish relevant gatekeeping mechanisms to filter out suspicious persons.

7 香港立法会通过入境修订条例 授权入境处要求禁止运载特定乘客 Hong Kong Legislators Approved Amendments to the Immigration Ordinance, Granting the Government Power to Ban Passengers
According to a report by Radio Television Hong Kong, the Hong Kong Legislative Council passed an amendment to the Immigration Ordinance, which authorizes the Immigration Department to request airlines to prohibit the carriage of certain passengers. The Secretary for Security Bureau, Li Jiachao/John Lee, said that the government will need to formulate additional subsidiary legislation in the future to specify that the amendment only applies to flights coming to Hong Kong. He also criticized some people for deliberately distorting the provisions of the draft and spreading rumors.
John Lee said that the relevant amendment is to implement the requirements of the International Civil Aviation Convention on the Advance Passenger Information System (APIS) Presently more than 90 countries have implemented APIS, including the UK, the US, Australia, Canada and other countries.
